Company, his method of controlling the world is to control its media
and claim that he is doing all he can to help the people. In truth, he
is very cruel and actually hurting the people much more than helping.
He is actually got plans for a dark secret but that isn't really
revealed just yet. Shame he comes to a sticky end in Final Fantasy VII
eh? |

Rufus Shinra |
 |
| President Shinra's son, and Vice President of
Shinra Electric Power Company. Rufus' philosophy is much more
Machiavellian that that of his father's. He believes that in order to
control, one must control through power and fear. However, despite his
position in the company, he has little actual power and and even less
influence, and spends much of his time away on extended business
trips. He has little respect for his father and his ways. |

Reeve Tuesti |

| A Shinra employee in the Housing and Urban
Development. Reeve was the architect who designed the city of Midgar.
He is also the man behind the design of the Mako Reactors, the
technology that has make Shinra Electric Power Company the world power
it is today. Though currently only a Minister in the Housing and Urban
Development, their is quite a bit of speculation that eventually he
will head the department. |

Cait Sith |

| Cait Sith is a small, black, robotic cat built
and controlled by Reeve Tuesti of the Housing and Urban Development
department. Though he is still very much in the prototype stage, Cait
Sith is a highly advanced piece of technology, and occasionally
provides assistance to Shinra Electric Power Company's elite special
operations unit, the Turks. Fans will remember him as a thief in Final
Fantasy VII but eventually joins AVALANCHE to help fight Shinra. |

Scarlet |

| The head of Shinra Electric Power Company's
Weapons Development department. She is rude, cold-hearted, and
cruel... a trait that is especially notable when she accepts an order
to attempt to assassinate the Turks for betraying the company. A scene
fans may remember from final fantasy vii, was her fight against Tifa
on the Mako cannon. |

Heidegger |

| The head of Shinra Electric Power Company's
Public Safety and Maintenance Department, and chief of Shinra's
military forces. He is a loud and brashly condescending man, not
well-liked by most of his coworkers. He is fond of brute force, and
has little respect for the Turks, which is most obvious when he
briefly takes control of the small, but powerful, special operations
unit. |

Hojo |

| The head of Shinra's Science Research
Department. Hojo is the successor to Professor Gast successor. Though
brilliant in his own right, he is widly considered to be inferior to
the former head of the department. His delight in experimentation
borders on manic, and he is especially fond of exploiting genetic
anomolies. Hojo has no qualms about experimenting on humans, and in
fact used Turk leader Veld's daughter as a subject, implanting materia
into her body. |

Veld |

|
The head of the Department of Administrative Research, also known as
the Turks. He is a man who does not tolerate failure. Though most of
those under his command are intimidated by him, he commands a great
deal of repect from his Turks, especially Tseng. Originally from the
small town of Kalm, he had a wife and daughter whom he believed were
killed when the town was razed due to a misinterpretation of his own
commands (in truth, his daughter, Felicia, survived the attack, and
is later revealed to be the leader of Avalanche, now using the name
Elfé). Despite his severity, he cares deeply for his Turks, and also
for his daugter. When he learns she is alive, he defects from
Shinra.

Tseng |

| Second in command of the Turks, and their field
leader. In spite of his youth, Tseng rose through the ranks very
quickly. He is, for the most part, a calm, polite man, though he
occasionally has trouble controlling his temper. He greatly admires
Veld, and is exceedingly loyal to him, even going so far as to lead
the other Turks into insubordination when he is ordered to assassinate
Veld after the Turk leader defects from the company. |

Reno |

| A member of the Department of Administrative
Research, otherwise known as the Turks. Laid-back, and something of a
slob, Reno nevertheless takes great pride in his role as a Turk.
Though unprofessional at times, he is highly skilled... his most
notable aspect in battle is his speed. He has been good friends with
Rude for some time (and has just been assigned as his partner), and is
the only person who can get the more stoic Turk to socialize. |

Rude |

| One of Shinra's Turks, and partner of Reno.
Rude is a very quiet person who doesn't care to socialize much,
preferring to keep to himself. Beneath that almost shy exterior,
however, he is a fierce and powerful fighter. He is also very
protective of his colleagues, especially Reno, with whom he is close
friends. Rude is almost never seen without his sunglasses. It is also
rumoured that he has a girlfriend in this game. |

Elena |

| The younger sister of the Playable Character
Gun (Female). Elena is a student in Shinra Military Academy, where her
father is an instructor. Though she is devoted to her studies, she and
her sister do not get along, due largely to Elena's jealousy over
being outdone. Because of her dislike for her sibling, she also
despises the Turks. |

Sears |
 |
| Field leader of Avalanche and second in
command. Sears has impressive combat skills, and is often in charge of
executing the rebel group's operations and formulating strategies.
Among the members of Avalanche, his strength is second only to Elfé.
He is completely devoted to Elfé, and dislikes Fuhito because of the
way he treats and speaks to the rebel leader. |

Elfé |

| The current leader of Avalanche. Elfé was
raised from a young age by the members of Avalanche, and when the
founder of the rebel group died, she was chosen to replace him as
leader. She is a skilled fighter with great, near super-human
strength, however she is getting progressively weaker due to a
mysterious summon materia called Zirconiade implanted in her body by
Hojo. The summon beast is eventually drawn out of her body in an
incomplete form by Fuhito. Elfé is a quiet, taciturn woman. She is
later revealed to be Felicia, the daughter of Veld, leader of the
Turks, whom he believed to have died years ago. |

Fuhito |

| The intellectual force behind Avalanche.
Fuhito's forte is creating battle plans. He is familiar with and array
of subjects, from science to tactical warfare. He is also a
treacherous person, in that while he is indeed helping Avalanche to
destroy Shinra, he also has an ulterior motive... the destruction of
all life on the planet, in order to save it. Fuhito wishes to use the
summon materia Ziconiade, embedded in Elfé's body, to realize this
desire. He is also the creator of "The Ravens", a genetically enhanced
group of soldiers who serve as his personal attack squad. He does not
tolerate failure from them. |

Shalua |

| Years ago, her younger sister was taken by the
Turks as a SOLDIER candidate some years ago. Shalua has been searching
the world for her missing sibling ever since. She is a one-time member
of AVALANCHE, having joined the resistance organization so that she
could get information on the SOLDIER program. At the moment she is
operating independently. She first appears in the game on Chapter 21. |

Sephiroth |

| Shinra's #1 General and top SOLDIER,
Sephiroth's power is unmatched. He is a mystery to those under his
command; very few people know him well enough to call him a comrade,
much less a friend. Sephiroth is President Shinra's wildcard, and is
often dispatched on missions when the President feels that he has used
up all other options – in many respects, he is Shinra's most powerful
weapon and last hope. On a mission in Nibelheim, Sephiroth discovers
the experiments that created him and goes insane. He disappears and is
not seen again for many years. |

Zack |

| Zack comes off as goofy, cheerful, flirty and
extraordinarily easy going – not exactly the image one would associate
with somebody from SOLDIER. His philosophy that you only need to meet
someone once to become good friends with them describes his
personality in a nutshell. Despite his friendly attitude, Zack is an
excellent fighter, capable of dispatching enemies with the strength of
many men. Although he is strong, he will not fight unless it is
necessary, and will take care to avoid permanent casualties where
possible. |

Cloud Strife |

| A young boy who travelled to Midgar to join
SOLDIER. Unfortunately, he didn't make the cut and ended up being a
rank and file Shinra MP. He is close friends with Zack, who acts as
both an older brother and mentor to him. While Cloud isn't a great
fighter, he has a strong sense of justice and will protect those he
cares about with all his strength. Final Fantasy VII fans will
remember the buster sword which originally belonged to Zack was passed
down to Cloud during the events of Crisis Core. |

Aeris Gainsborough |

| A young girl from the Midgar slums. Aerith is
the last surviving "Ancient", or Cetra, one of an itinerant race that
lived on the Planet a long time ago. It is said that the Ancients will
unlock the Promised Land, a place of supreme happiness – and also,
incidentally, a land overflowing with Mako energy. It is this rumour
that has caught the attention of both President Shinra and AVALANCHE,
and Aerith becomes the unwitting target of both groups, each of which
hopes to exploit her knowledge toward their own ends. |

Cid Highwind |
 |
| A first rate pilot affiliated with Shinra. Cid
is the one chosen as the first man to fly into outer space as part of
a campaign to raise the company's public image. While Cid has trained
extensively as a pilot, he is also familiar with mechanics and
engineering – it is said that he had a hand in the design of the
Highwind airship, and it seems as though he is in charge of Shinra's
outer space project as well. It is rumoured he is looking for extra
funding in his space program. |

Red XIII |

| One of the last surviving members of his tribe,
Nanaki hails from Cosmo Canyon. He is still young, and hesitant about
accepting the responsibility of guarding the Canyon. Hojo takes an
interest in Nanaki and orders the Turks to capture him. His father
Budenhagen is also mentioned in the plot. Look at the episode pages
for more information. Players of Final Fantasy VII will remember the
plot of him and Seto (his father) in the Caves of Cosmo Canyon. |

Tifa Lockheart |

| A young girl from Nibelheim. Tifa is a bright,
friendly young girl and a budding martial artist. She meets the Turks
when she chases her pet cat into the Nibelheim mountains. She is the
childhood friend of Cloud Strife, the young boy who left the town to
become a member of SOLDIER many years ago. Tifa serves as the guide to
Sephiroth, Zack and a couple of ShinRa soldiers when they arrive to
inspect a faulty reactor. She is connected with the "Sephiroth
incident", in which the maddened general burns the town in a fit of
insane rage after discovering his true origins. |

Yuffie Kisaragi |

| Although still a little girl, Yuffie takes the
restoration of Wutai very seriously. The future Great Materia Hunter
hates both the Shinra and AVALANCHE, seeing them as obstacles to
restoring Wutai's pride. When she steals what she thinks is Materia
from the Turks, she leads both groups on a wild chase with devastating
consequences. |

Barret Wallace |

| A coal miner in Corel, Barret is one of the
loudest proponents for the installation of the Mako reactors. At first
intimidating, with his large size and tough talk, Barret is
nevertheless a compassionate individual with a strong sense of
justice. He wants to have the reactor installed so that the villagers
can live lives less burdensome than that which comes with hauling
coal. He gets indirectly caught up with the sabotage operation
AVALANCHE is undertaking in the mining village, and Shinra troops
subsequently burn Corel to the ground. |

Vincent Valentine |

| A former Turk, and an old friend of Veld.
Vincent fell victim to betrayal by Hojo several years ago, resulting
in his being shot and subsequently experimented on by the Shinra
scientist. The Turks find him in his coffin in the basement of the
Shinra Mansion at Nibelheim. He is well known for his mysterious past
in Final Fantasy VII, so its unnatural for it to be revealed in this
game. |
