Dirge of Cerberus has a levelling system. You can choose optionally if you want to add you exp to your total at the end of a mission or if you want to convert it into Gil so you can buy items and make necessary gun modifications. The best way, i feel, is to use a mixture. If you convert the EXP into gil, it does it at a rate of 10 times the toal amount of EXP.

The high cost of certain gun modifications makes the latter a tempting option, but it's important to strike a balance as i have stated earlier. Although its posible to complete the game at low levels, it will be easier for those who choose to level up.
