To obtain enemy skills, you will firstly need the enemy skill materia. Visit the materia pages to find out where yu can obtain it. Next you need to equip it and go into battle against the enemy that holds the technique you are after. Now that enemy has to use the technique on the character with the materia, they will then learn it.
